Update on Comprehensive Plan Progress; Proposed Path Forward for Confirming Council Changes Incorporated; Public Hearing Schedule (Patrick Sullivan)

SUMMARY and RECOMMENDATIONS:

The Plan Purcellville 2020 Comprehensive Plan, Version 7, dated May 1, 2020, was delivered by the consultant to staff late in the day on Friday, May 1, 2020. Pursuant to Town Council’s request, copies were distributed to Town Council via email that evening.

 

Executive staff (Town Manager, Town Attorney, and Director of Community Development), and Mayor & Town Council members were to review this document for adherence to the final Town Council comment matrix. If it is determined there are either unresolved items from the comment matrix, or new un-adjudicated items, any new Mayor & Town Council comments were to be sent to the Senior Planner. The Senior Planner is then to coordinate with the Clerk of Council to draft a May 2020 comment matrix. These May 2020 comment matrix items will be adjudicated by Town Council through further Town Council work session(s).

 

It is noted that the current 90-day timeline for Town Council action expires on Tuesday, June 2, 2020.

 

When Mayor & Town Council determine a final version of the Plan Purcellville 2020 Comprehensive Plan is ready to be presented to the public in a Town Council Public Hearing, a hearing date will be set. The public hearing version of the Plan Purcellville 2020 Comprehensive Plan will be made available to the public for review on the Town web site and other venues. Assuming social distancing is still required, arrangements should be made to facilitate public viewing of appropriately legible copies of the future land use maps.

 

The public notice newspaper advertisement must be placed with the Loudoun Times Mirror essentially three and a half (3 ½) weeks prior to the day of the public hearing. As an example, a public notice placed on Friday, May 15, could appear in the newspaper on Friday, May 22 and Friday, May 29, for a public hearing on Tuesday, June 2.

 

Town Council should conduct at least one work session after the public hearing, in order to adjudicate any public comments. At that point in which Town Council determines the Plan Purcellville 2020 Comprehensive Plan is ready for adoption, action will be taken at a Town Council meeting.
