SUMMARY and RECOMMENDATIONS:
One of the elements we identified in the preparation for our emergency management plan for the current COVID-19 state of emergency was the need to formalize a mutual aid agreement to ensure continuity of services for the delivery of water and the treatment of wastewater to both our citizens and businesses. As the Council is aware, with limited personnel working to operate these two plants on a 24/7 basis, a loss of personnel for voluntary or mandatory quarantine could lead to a disruption of service. To mitigate this possible impact, we are presenting before the Council a mutual aid agreement with Virginia WARN, which is a organization of water and wastewater agencies to bind together and support each other during any time of emergency need.

BACKGROUND:
Virginia WARN is a Mutual Aid Response Network for Virginia Water and Wastewater Systems.
The mission of the Virginia Water and Wastewater Agency Response Network (VA WARN) is to provide a method whereby Virginia water and wastewater utilities that have sustained damages from natural or manmade events could obtain emergency assistance in the form of personnel, equipment, materials and other associated services necessary from other water and wastewater utilities. The objective is to provide rapid, short term deployment of emergency services to restore the critical operations of the the impacted utility.
In addition to the application, VA WARN requires the governing body authorization for its chief administrative officer to execute the mutual aid agreement on its behalf.

MOTION(S):
I move that the Purcellville Town Council adopt Resolution 20-05-01 authorizing execution of the Virginia Water and Wastewater Agency Response Network Mutual Aid Agreement.
