A group of interested citizens has recommended that the Town Council form an advisory committee to advise the Town Council, Town Manager, and Town Police on matters related to policing, to be called the Community Policing Advisory Committee (CPAC).
Members of the group presented to the Town at its meeting on July 14, 2020, a draft policy that would govern the committee. The staff has reviewed the draft policy, and has provided comments about the policy to the group for consideration. The draft policy, including staff comments, is attached to this staff report for your review.
In order to form a standing advisory committee of Town Council, Town Council must adopt an ordinance creating the committee, and specifying its purpose and authority. A Resolution (Resolution 20-07-02) is attached to this staff report for action by Town Council, which resolves to create the CPAC, and directs staff to prepare, in collaboration with interested citizens, an ordinance for public hearing on September 8, 2020.
The various standing advisory committees of the Town Council are currently contained in Chapter 26 (“Community Development”) of the Town Code, in Articles II through VIII. However, Chapter 2, Article IV (“Boards and Commissions”) of the Town Code contains the ordinance governing only the Planning Commission. Staff’s recommendation is that the Town Code be re-organized so that all advisory committees, commissions, and boards are located in Chapter 2, Article IV of the Town Code, and that this Article be retitled, “Committees, Commissions, and Boards.” This re-organization of the Town Code is included in the attached Resolution.
