Emergency Procurement, Bush Tabernacle Concession Services (Glen Adams, Amie Ware) (pg. 40)

SUMMARY and RECOMMENDATIONS:

I recommend that the Town of Purcellville move forward with the Emergency Procurement, of Concession Services with the Purcellville Teen Center, Inc. (the subcontractor that operates the Bush Tabernacle for Shaun Alexander Enterprises, Inc.) through the end of March 2024. Per the timeline established by the Bush Tabernacle work group, it is anticipated that the new contract should be awarded in November 2023 with a transition period lasting through the end of March 2024.



BACKGROUND:

The Town Manager held a meeting on 3 MAY 23 with Amie Ware, CM Erin Rayner, Hooper McCann and Bob Dryden to discuss the background and where we are.  Information validated the discussion in the Economic Development Advisory Committee meeting held on 2 MAY 23.

 

-          In December 2022, the Town of Purcellville issued the current contractor, Shaun Alexander Enterprises, Inc. (SAE) a Notice of Non-Renewal.

-          April 11th Staff Report to Town Council, Agenda Item #11.c. Bush Tabernacle Workgroup Update and Request for Rescission of Non-Renewal Notice to the Concessionaire

-          April 25th Staff Report to Town Council, Agenda Item #10.b., Bush Tabernacle Workgroup and Request for Rescission of Non-Renewal Notice to the Concessionaire.

 

The above recommendation moves the Tabernacle Workgroup’s proposed timeline back 1 month for RFP release and 2 months for proposal development with question and answer opportunities for a December 2023 / January 2024 evaluation and award.

 

Special Note: on 17 APR 23 the Town of Purcellville received Shaun Alexander Enterprise’s verbal declination to continue the current contract.

 

The Purcellville Teen Center, Inc. stated they would be willing to operate the Tabernacle through March 2024. They have the expertise, staff, and own the equipment / furniture used to operate and manage the facility.



ISSUES:

This action will avoid closing the Bush Tabernacle on 1 JUL 23. Time is of the essence as the contractor is turning away business as he does not have authority to book past 1 July.



BUDGET IMPACT:

Should the emergency procurement not pass, the Bush Tabernacle will close on 1 JUL 23. We would expedite the Tabernacle Workgroup’s proposed timeline as possible, but we will lose the monthly $4K revenue during the period it is closed.



MOTION(S):

Option 1. I move that we ratify the emergency procurement of the existing concession contract for the Bush Tabernacle and allow the Bush Tabernacle Work Group move forward with the RFP   with a new contract to be awarded November 2023 and a transition period ending in March 2024.

 

Option 2. I move that we allow the contract to sunset and start and direct the Tabernacle Work Group with the understanding that the building will close until a new contract is awarded.
