Acceptance of $15,000 Grant from the Saris Foundation (S. Hankins) (Pgs. 24-28)(revised 43-47)

SUMMARY and RECOMMENDATIONS:

Staff recommends that Town Council vote to accept from the Saris Foundation Bikeparks for Kids (“Saris Foundation”), a grant in the amount of $15,000.  Acceptance of the grant will bind the Town to the terms of the grant agreement (attached) between the Town and the Saris Foundation.  One of the terms of the agreement requires that the Town design, pay for, and post a sign near the bike park acknowledging the Saris Foundation’s support.  The agreement also requires that the bike park be open for public use within 3 years, or the Town may be required to return the funds.  All of the terms may be reviewed in the proposed agreement attached hereto.



BACKGROUND:

The Saris Foundation is a public charitable foundation organized under the laws of the State of Wisconsin.  It was established by Saris Cycling Group, Inc. (“Saris”) and its owners, Christopher and Sara Fortune, to secure charitable funds which can be provided to municipalities and nonprofit organizations to assist in the development of bike, skateboard and other recreational parks to be used by the general public.  One of Purcellville’s residents, Michelle Caudill, developed a vision for a bike park to be located in the Town of Purcellville, solicited and received donations for the park, and applied to the Saris Foundation for this grant.  Her application to the Foundation was submitted on March 7, 2022, and included a letter from the Purcellville Town Manager describing how the Town would contribute improvements and land to the creation of the bike park.  The Saris Foundation selected Ms. Caudill’s application from among many such grant applications, to receive $15,000 for development of a bike park in the Town of Purcellville.  While the grant application was submitted by Ms. Caudill, in furtherance of her vision to develop the bike park and then convey the completed project to the Town, Ms. Caudill and the parties agree that the Town should be the contracting party to obtain the services and materials needed to develop the bike park.  Therefore, the parties agree that that Foundation’s $15,000 grant should be made payable to the Town of Purcellville.



MOTION(S):

“I move that Town Council accept on behalf of the Town a $15,000 grant from the Saris Foundation for improvements to the Town’s bike park subject to the terms and conditions of the Grant Agreement as attached to the Council’s May 24, 2022 agenda, which the Town Manager is hereby directed and authorized to execute.”
