Attached is a copy of the ad on a Public Hearing to be held on April 12, 2022 to receive comments pertaining to the Town’s Tax and Fee changes that are proposed to be effective on July 1, 2022 with the exception of Tax Penalty and Interest.   The Town is proposing the following changes:

Governmental:

1) Tax Penalty and Interest:  Penalties and Interest on Real Estate and Personal Property Tax set in accordance with transition to Loudoun County tax billing program effective January 1, 2022.

2) Business License:  Tax on value of gross receipts for Other.            

3) Site Plan:  new fee for Plats. 

Utilities:

The proposed user rate increases of 3% in Water and 5% in Wastewater are consistent with recommendations from our utility rate consultant, Stantec, and financial advisor, Davenport, last year.                             

4) Utility Water Usage Rates: includes an overall 3% water revenue increase for In and Out of Town.  Out of Town customer usage rates are double the rates in Town for water.  No change in Tiers.                           

5) Water Administrative Service Fee Rates:  proposed 3% increase in Administrative Fee Rates.

6) Water Meter Fee: fee for new water meters.  Out of Town customer rates are double the rates in Town.

7) Sewer Utility Rates: The proposed rates include an overall 5% sewer revenue increase.  Out of Town customer usage rates are double the rates in Town for sewer.
