BACKGROUND:

In compliance with Part 681 of Title 16 of the code of Federal Regulations implementing Sections 114 of the Fair and Accurate Credit Transactions Act (“FACTA”) of 2003, the Town established an Identity Theft Protection Program in May 2009.  The program is designed to detect, prevent and mitigate identity theft in connection with the opening of or an existing covered utility account and to provide for continued administration of the Program.  Oversight of this program is administered by the Town Manager and Treasurer.  The program requires staff to prepare an annual report.

Feedback of Policy:        

The Notary requirement has been deferred since April 2020 due to COVID-19. 

 

In 2016 a notary section was added to the Utility Service Application in response to customer requests for an option to the in-person requirement. The notary condition helps give flexibility particularly to those moving from out of state or those unable to make it to our office. This enhancement has been well received and has reduced prior complaints.
