SUMMARY and RECOMMENDATIONS:

At its meeting on October 27, 2020, Town Council authorized and directed staff to spend up to $1.5 million over five years, to pay for both the rent and the cost of improvements to approximately 6,300-square feet of space, which will serve as a 5-year temporary location for the Town police department.  Of the sites considered, staff selected the space at the offices of Lowers Risk Group, located at 125 Hirst Road, which is the current office location of the police department.  Pursuant to Council’s direction, staff has negotiated the attached 5-year lease for the police department, which totals $666,662.64 in rent over the next 5 years, leaving approximately $833,000 for improvements. 

 

Staff is still discussing two small points of the lease with Lowers, and will update the Town Council on those points in a supplemental report issued on Monday, April 12, 2021.  Those two points consist of clarifying the number of reserved parking spaces on the property, and clarifying the availability of back-up generator power to the leased space.

 

Once the lease is approved by Town Council, staff will commence the process of contracting for improvements to the space, so that the space can be used more effectively as a police station.

PROPOSED MOTION:  “FOR THE PURPOSE OF EXTENDING THE LEASE FOR THE TOWN POLICE DEPARTMENT, I MOVE THAT TOWN COUNCIL AUTHORIZE AND DIRECT STAFF TO ENTER INTO A FIVE-YEAR LEASE AGREEMENT BETWEEN THE TOWN AND LRG-125 HIRST ROAD LLC, TO BE EFFECTIVE MAY 1, 2021 AND REMAIN VALID THROUGH APRIL 30, 2026, WITH TERMS THAT ARE IN SUBSTANTIAL ACCORDANCE WITH THE LEASE AGREEMENT INCLUDED IN THE COUNCIL’S APRIL 13, 2021 AGENDA PACKET.”   (Note:  With this motion, there is no need to reference the new Exhibit B regarding parking.  I will simply substitute the new Exhibit B before signing the document.)
