SUMMARY and RECOMMENDATIONS:

  1. The purpose of the closed meeting to discuss the award of a public contract involving the expenditure of public funds, including interviews of bidders or offerors, and discussion of the terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body. Specifically, offerors received in response to the RFP for a nutrient mitigation and ecosystem bank will be discussed; and

  2. The purpose of the closed meeting is for discussion or consideration of the acquisition of real property for a public purpose, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body. Specifically, a temporary police headquarters as well as a possible location for a permanent police headquarters will be discussed.


MOTION(S):

MOTION TO CONVENE A CLOSED MEETING:

As authorized under Section §2.2-3711(A)(29) of the Code of Virginia, I move that the Purcellville Town Council convene in a closed meeting to discuss the award of a public contract involving the expenditure of public funds, including interviews of bidders or offerors, and discussion of the terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body. Specifically, offerors received in response to the RFP for a nutrient mitigation and ecosystem bank will be discussed.

 

The following are requested to attend the closed meeting:

  • All Town Council members
  • David Mekarski
  • Sally Hankins
  • Dale Lehnig

 

I further move that as authorized under Section §2.2-3711(A)(3) of the Code of Virginia, the Town Council convene in a closed meeting for the purpose of discussing or considering the acquisition of real property for a public purpose, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body. Specifically, a temporary police headquarters as well as a possible location for a permanent police headquarters will be discussed.

MOTION TO CERTIFY THE CLOSED MEETING:

In accordance with Section § 2.2-3712 of the Code of Virginia, I move that the Purcellville Town Council certify to the best of each member’s knowledge, (i) only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act; and (ii) only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered in the meeting by the public body.
