The Town Council held a public hearing on September 8, 2020, to receive comments on the proposed ordinance creating the Community Policing Advisory Committee.  At the conclusion of the public hearing, Town Council directed Staff to amend the proposed ordinance to address comments made by Town Council and the public. 

Staff procured a firm to provide detailed notes of the September 8, 2020 public hearing, and those notes are attached to this staff report.  The notes are imperfect – they often incorrectly identify the speaker – but they provide a good description of what was said.  Staff will work to correct the notes prior to completion of the September 8, 2020 meeting minutes.

Also attached to this Staff Report is the revised ordinance, 20-09-01, amended to address the comments made at the public hearing.  Both clean and redlined versions are attached, so that changes can be easily identified.

At the public hearing a question was raised about the consistency of requirements across the Town’s various committees, commissions, and boards.  The Town has long acknowledged that its ordinances governing committees, commissions and boards need to be improved.  The rules proposed to govern the Community Policing Advisory Committee are informed by the issues that have arisen in other committees, which issues remain to be addressed by ordinance.  The consistency sought should occur as those ordinances are updated.
